Federal Seed Certification and Registration Department is an attached department of the Ministry of National Food Security and Research with its headquarters at Islamabad and 27 Field Offices/Laboratories throughout Pakistan. FSC&RD is a third party department with the mandate to regulate quality of seeds of various crops under the legal provisions of the Seed Act 1976, Seed (Amendment) Act, 2015 and the related rules and regulations . FSC&RD also acts as executive arm of the National Seed Council.
